Short-Term Residence Permits in Türkiye: Grounds, Duration and Renewal

Foreign nationals intending to stay in Türkiye beyond their visa, visa exemption period or ninety days must obtain a residence permit. Law No. 6458 on Foreigners and International Protection provides for six types; the short-term permit is the most common.

Grounds for issue

Article 31 lists the grounds. The most frequently relied upon are:

  • Conducting scientific research,
  • Owning immovable property in Türkiye,
  • Establishing commercial connections or a business,
  • Participating in in-service training programmes,
  • Attending a Turkish language course or another course,
  • Tourism,
  • Receiving medical treatment (excluding serious illness cases),
  • Graduating from a Turkish higher education institution, if applying within six months of graduation.

Duration

A short-term residence permit is issued for a maximum of two years at a time. Permits issued for Turkish language courses may be granted at most twice. The same two-year ceiling applies to permits based on property ownership.

Conditions

Under Article 32, the applicant must:

  1. Submit the information and documents relating to the stated purpose,
  2. Not be subject to an entry ban,
  3. Provide address details of the place of residence,
  4. Demonstrate sufficient and regular financial means for the duration of the stay,
  5. Meet general health and safety standards in the accommodation,
  6. Submit a criminal record certificate if requested,
  7. Hold valid health insurance.

Refusal and cancellation

A permit is refused, or cancelled if already granted, where any of the Article 32 conditions is not met. A permit is also cancelled where the holder remains outside Türkiye for more than one uninterrupted year.

Refusal and cancellation decisions are notified to the foreign national. Administrative court review is available, but the limitation period for bringing proceedings is short and runs from notification.

Practical notes

  • Applications are made through the e-ikamet system; check that the appointment date falls within your current lawful stay.
  • The declared address must match the Address Registration System — mismatches are a frequent ground for refusal.
  • Health insurance must cover the entire permit period.
  • Renewal applications may be filed within sixty days before expiry and must in any event be made before the permit lapses.
